This year’s program will feature dynamic conversations with top developers and industry experts, focusing on the evolving role of Public-Private Partnership (P3s) development and investing in Miami-Dade’s future through transformative real estate projects, that are expanding housing options, enhancing infrastructure, and shaping transit-oriented communities. Speakers

Heather Jonczak

Heather Jonczak provides legal counsel and representation to public and private owners, developers, contractors, sureties, and construction professionals on all types of construction matters. She regularly counsels’ owners and contractors during each phase of a construction project, from contract drafting and negotiation through dispute avoidance and resolution.  

Heather represents clients in complex construction disputes and litigation involving all manners of contract claims, design and construction defects and deficiencies, project delay and impact claims, surety bond claims, construction liens, and insurance coverage matters. Heather is also highly experienced in contract drafting and regularly assists clients with the preparation, negotiation, review, and administration of all manners of construction contracts, including owner-contractor agreements, design-build agreements, and subcontracts, as well as commercial lease agreements. Her combined transaction and litigation experience gives Heather a unique perspective to better assist clients with early identification and resolution of conflicts and disputes during construction. 

David Burstyn

David Burstyn has a strong real estate development background that builds upon his private real estate capital markets expertise. Burstyn recently completed Mirage at Sailboat Cove, a 138-unit townhome workforce housing project that has benefited from his 15 years of experience in working with various Section 8 programs within Miami-Dade County. The project was successfully refinanced for $46.6M in February 2022.

Burstyn has also broke ground on Mosaic Apartments, a 98-unit workforce housing $33M development.

He has extensive experience with new construction, renovations and conversions. He has owned and operated numerous apartment buildings and hospitality assets, such as Travel Lodge, Days Inn, and Howard Johnson.

Burstyn owns Winston Capital Management, LLC which acts as a private lender conduit for high-net worth individuals and sponsors that are in need of unique private financing.

Jose Gonzalez

Mr. Gonzalez serves as President of GLC Real Estate which focuses on multi-family and workforce housing developments associated with transit systems in Florida.  Additionally, Mr. Gonzalez serves as a consultant and advisor to other local and national developers who seek his counsel on various regulatory issues and guidance on the development of Transit Oriented Communities.  Current clients and partners include Terra Group, VS Real Estate, Rycon Construction, Lennar Homes, Kelly Tractor, White Rock Quarries, Vivo Real Estate, CREI Investments, Global City Development and Prologis just to name a few.  Projects include Brightline Florida rail, Brightline West rail, Parkline Miami Residences, Parkline West Palm Beach Residences, Countyline Corporate Park, Palmetto Station TOD, Upland Park TOC, Grove Central Retail and Residential Development, Mr. C Residences Coconut Grove, Tropic Residences at Midtown Miami, Natura Apartments, WELL Bay Harbor, Doral Atrium Retail Center, WELL Coconut Grove, Doral Square Retail Complex, Centro Shopping Plaza Retail and Residential Development, Terra 137 Industrial Logistics Complex, Alexandria TOC, SDGC Residential Redevelopment and Lakeview Residential Tower WPB.
